I mean even with running it loose, some basic stuff like a general outline on what's allowed, where they start/can start on the memory scale, or at least an indication that you're basically going with a case-by-case basis? There's just like. NOTHING other than "you can have native AU characters" which makes it seem like there would be rules or guidelines or information somewhere else, but there really isn't any?

It's kind of confusion and overwhelming trying to FIND that info, especially when it largely doesn't exist.
